In response to threats to Ukraine’s sovereignty and territorial integrity, President Obama issued a new Executive Order, Blocking Property of Certain Persons Contributing to the Situation in Ukraine, which will allow the United States to sanction any individual or entity determined to be responsible for or complicit in: (1) actions or policies that undermine democratic processes or institutions in Ukraine; (2) actions or policies that threaten the peace, security, stability, sovereignty, or territorial integrity of Ukraine; or (3) the misappropriation of state assets of Ukraine or of an economically significant entity in Ukraine. The order additionally permits the targeting of those who assert governmental authority over any part of Ukraine without authorization from the Ukrainian government, and persons acting on behalf of, or providing material support to, or those under control by anyone targeted by this order.
